Well you see originally I wanted to make a hunter, but after thinking for a while I decided I wanted to do a mixed character, a Hunter/Warlock. I have the history of the character and all I'm just waiting for your approval. So what do you say?

Thats approved. However, because the angel blood of the hunter would be lessoned, he wouldn't be as strong as a full blooded hunter. Also, he wouldn't be able to use the runes, but to make up for it, he would be able to do some magic.

Yeah, I was thinking about that, but also, I got the Idea, that to make up for the strength he would lose as a Hunter he could combine the magic with himself and make himself maybe match a hunter. Also, I was thinking because he himself won't be as strong in both magic and strength I was also thinking about he being able to increase the power of runes with his own magical powers. Would that be ok?

Well see, the stele is blessed and I don't think that anyone other than those who are actually pure hunters can even use them to make the runes. That being said, a pure blooded hunter could draw runes on him, they just wouldn't be as powerful.. depending on what they were. Does that make sense?
In some ways he'd be more powerful than hunters.. because Hunters can't use magic thats not created by their runes, but in some ways he'd be limited because he won't be as physically strong as a hunter.. to say that you'll use his magic to make him physically strong to match a hunter would kind of make him too "powerful".

ok after thinking for a while I decided that later on I will make a character with this characteristics. So Izzy, will be just a normal full blooded hunter. of course, if that is ok with you.

Would it be allowed to have a mix of Fae and human or Fae and Lycan for a character?

Definate on the fae/human (though the other species would call humans "adamites") I'd have to think about the fae/lycan mix though.
